Territorial reform in Kyrgyzstan: Local councils to be dissolved

President of Kyrgyzstan Sadyr Japarov signed the Law «On Amendments to Certain Legislative Acts of the Kyrgyz Republic within the Framework of Administrative-Territorial Reform». The press service of the head of state reported.

The document was adopted by the Parliament on June 20, 2024.

The adopted law clarifies the competence of local government bodies in the field of regulating land relations, creating municipal enterprises for the integrated maintenance and development of drinking water supply systems, effective management of pasture lands and ensuring cleanliness in populated areas.

It also clarifies the issues of changing the status and termination of the powers of local council deputies in connection with changes in the boundaries of the relevant administrative-territorial units, entailing reorganization of the general structure of the administrative-territorial structure at the level of aiyl aimaks and cities, and extends the term of office of local council deputies to five years.

In order to implement the specified issues, the law provides for amendments to the Civil, Land, Housing and Budget Codes of the Kyrgyz Republic, the Laws of the Kyrgyz Republic «On state registration of rights to real estate and transactions with it», «On the status of deputies of local councils», «On municipal ownership of property», «On pastures», «On the introduction of a moratorium on the transfer (transformation) of irrigated arable lands into other categories of land and types of land», «On the procedure for delegating individual state powers to local government bodies», «On the status of the capital», «On the status of the city of Osh», «On local state administration and local government bodies» and «On state civil service and municipal service». Upon entry into force of the adopted law, local councils are subject to dissolution due to changes in the boundaries of the relevant administrative-territorial units, entailing reorganization, as well as due to changes in the general structure of the administrative-territorial structure at the level of aiyl aimaks and cities of Kyrgyzstan.

Recall, as a result of the administrative-territorial reform, the area of ​​Bishkek was increased to 38,600 hectares from 12,900. Therefore, it is necessary to revise the existing boundaries of the capital.
