Parliament of Kyrgyzstan adopts law on criminalization of webcam studios

Deputies considered and adopted amendments to the Criminal Code and the Code of Offenses at a meeting of Parliament.

The document was developed to criminalize the webcam industry in Kyrgyzstan. Persons who organize and promote the spread of prostitution and debauchery via the Internet live will be prosecuted.

«Webcam models work through specialized sites or platforms, where they create their profiles and broadcast live. Models conduct sessions online, where clients can see scenes of a pornographic nature in real time. Viewers pay for these services non-cash,» the background statement says.

The law proposes to punish for:

  • Organizing and facilitating prostitution and debauchery via the Internet live — with a fine from 100,000 to 200,000 soms or imprisonment for up to three years;
  • The same acts committed by a group of persons by prior conspiracy — with a fine from 200,000 to 300,000 soms or imprisonment for a term of up to five years with confiscation of property;
  • The same acts committed as part of an organized criminal group or criminal community — imprisonment for up to seven years with confiscation of property;
  • Acts committed with the use of children — imprisonment for up to 15 years with confiscation of property.

Participation of persons in live broadcasting using a webcam studio, aimed at satisfying a person’s sexual desires or fantasies, including visual and spoken intimate relationships, for the purpose of obtaining monetary profit or other material compensation will entail a fine of 10,000 soms.

The law comes into force after the president signs it.
