Sadyr Japarov: I am ready to act as an arbiter between business and the state

President of Kyrgyzstan Sadyr Japarov met with entrepreneurs on the issue of introducing and using cash registers, electronic consignment notes, and electronic invoices. The press service of the head of state reported.
The President noted that in the last three years the state has been paying special attention to the implementation of social programs financed from the budget, which is mainly formed through taxes and customs duties. The projects being implemented to digitalize the services of tax authorities are aimed at reducing the shadow economy, increasing the participation of consumers and taxpayers in the fight against unfair competition, strengthening trust between the state and business, as well as improving the investment climate in the country.
Sadyr Japarov recalled that instructions were given to government agencies to reduce opportunities for tax evasion, increase the transparency of business processes and increase tax collection. Given the large role of entrepreneurs in this issue, he stated the importance of meeting with businesses so that they can receive comprehensive answers to their questions.
Head of the Cabinet of Ministers Akylbek Japarov told about the work to modernize the tax system, fight corruption, and increase transparency in compliance with tax legislation. He noted that following the results of the meetings, all proposals of entrepreneurs were taken into account. Changes have been made to the relevant regulations and special regimes have been established in the Tax Code.
Business asked the president to postpone the introduction of fines for non-use of the electronic consignment notes.
Chairman of the State Tax Service Altynbek Abduvapov emphasized that fines for non-use of electronic consignment notes have been suspended until January 1, 2025. In addition, entrepreneurs reported difficulties when using innovations of the Tax Service.
The head of state instructed to step up explanatory work with entrepreneurs and organize the constant presence of tax specialists in all markets of the country to provide consultations. He said that the state must create all conditions to reduce the shadow economy. In this regard, it is important to ensure direct dialogue with business.
President Sadyr Japarov once again recalled that business is the main driving force of the country’s economic development and expressed his readiness to act as an arbiter on the issue of interaction between business and the state.
