The Ministry of Education and Science of Kyrgyzstan proposes to make changes to the procedure for admission to organizations of higher professional education and the regulations on Nationwide Testing. The corresponding draft resolution of the Cabinet of Ministers has been submitted for public discussion.
As the background statement says, previously graduates of educational organizations of secondary general and secondary vocational education were admitted to universities based on the results of the Nationwide Testing. The current Law On Education stipulates that those who have completed the primary and secondary vocational education program have the right to continue their specialized studies in educational organizations of higher education without passing the Nationwide Testing.
At the same time, Article 31 of the Law on Education establishes that admission to educational organizations of secondary vocational education on the basis of basic or secondary general education can be carried out based on the results of the Nationwide Testing. Article 54 of the Law on Education states that persons who have gained the threshold scores at the Nationwide Testing can apply for a state educational grant for studying in educational organizations of higher and secondary vocational education.
The Ministry of Education proposes that persons who have a state-issued document on secondary vocational or primary vocational education (if there is a document on secondary general education) be admitted to universities in the corresponding specialty without passing the Nationwide Testing, but with payment of a tuition fee.
In this case, the correspondence of the profile of primary and/or secondary vocational education with the profile of higher professional education is determined by the educational organization independently.
