The International Labor Organization (ILO) has launched an urgent response procedure in connection with interference in the internal affairs of trade unions in Kyrgyzstan. The press service of the Federation of Trade Unions (FTU) reported.
Such measures were taken by the UN structure in connection with the adoption of the resolution of the Parliament on June 21 of this year on the Federation of Trade Unions of the Kyrgyz Republic and the consideration of amendments to the Law on Trade Unions initiated by deputy Shailoobek Atazov.
On the basis of the work of a deputy commission, on June 21, 2023, No. 1293-VII, the Parliament of Kyrgyzstan adopted a resolution «On the results of the work of the temporary deputy commission to study the implementation of the law on trade unions.»
The document instructs:
«The resolution gave instructions to the Cabinet of Ministers and the Federation of Trade Unions of Kyrgyzstan on the issues of determining the structure and functioning of trade unions, determining areas of activity, changing charters, and managing real estate. This is interference in the internal activities of trade unions,» the FTU notes.
They consider the initiated amendments to the law on trade unions to be contrary to the Constitution, the Civil Code, other laws, as well as conventions of the International Labor Organization No. 87 «On Freedom of Association and Protection of the Right to Organize» and 98 «On the Application of the Principles of the Right to Organize and Conduct Collective Bargaining.»
«The Director General of the International Labor Organization has already held negotiations with the Cabinet of Ministers on the facts of gross interference in the affairs of trade unions. It is reported that the information received will be considered at the next meetings of the Committee on Freedom of Association and the ILO Committee of Experts. This is fraught with international sanctions against Kyrgyzstan,» the FTU warned.
