Pervomaisky District Court of Bishkek again extended the ban on holding rallies in certain places in the center of the capital. The district court informed 24.kg news agency.
Human rights defenders and activists called this decision unconstitutional. Article 39 of the Basic Law of the Kyrgyz Republic states: «Everyone has the right to freedom of peaceful assembly».
However, the Pervomaisky District Court of Bishkek on December 26, 2022 decided to ban rallies in the center of Bishkek, having determined the place for peaceful assemblies — the park near the Gorky monument. Later, the ban was extended several times.
Pervomaisky district administration again applied to the court with a petition to recognize the decision to limit the number of places for peaceful assemblies from September 28 to December 31 inclusive as lawful. The court granted it.
The district administration banned rallies: on Ala-Too square and adjacent Erkindik Boulevard, from Lineynaya Street to Chui Avenue, as well as near the buildings of the Parliament and adjacent Panfilov park, the presidential administration, on the territory of T. Tursunbaeva park, the Supreme Court, the Russian Embassy, and the State Committee for National Security.
«The exception is state municipal official events held on Ala-Too square. All rallies can be held in the Maxim Gorky park,» the court reported.
