Improvement of social security of Kyrgyz migrants discussed in Moscow

Issues of the legal, social and economic status of labor migrants from Kyrgyzstan were discussed in Moscow at a joint meeting of the State Duma Committee for CIS Affairs, Eurasian Integration and Relations with Compatriots and the Committee for International Affairs, Defense, Security and Migration of the Parliament of Kyrgyzstan. TASS reported.

Representatives of the Kyrgyz side proposed a number of steps to improve the social security of their citizens who went to work in Russia.

Deputy Minister of Labor, Social Security and Migration of the Kyrgyz Republic Nurdoolot Bazarbaev noted a number of important steps that the parties have taken in recent years in the field of migration policy. He mentioned, in particular, the decision to establish migration centers in Kyrgyzstan, which make it possible to solve a number of procedural issues when leaving for the Russian Federation already at home, as well as learn more about future work.

At the same time, the official expressed concern that a significant part of Kyrgyzstanis still work in Russia without signing civil law contracts, which leads to violation of the rights of migrants. According to him, only since the beginning of 2023, the representative office of the Ministry of Labor of the Kyrgyz Republic in the Russian Federation received 214 appeals from 670 citizens with complaints about non-payment of wages. During this time, the representative office helped 157 migrants receive payments due to them in the amount of more than 11 million rubles.

Nurdoolot Bazarbaev turned to the Social Fund of Russia with a request for assistance in considering citizens’ complaints about non-payment of insurance payments.

In turn, the Deputy Foreign Minister of the Kyrgyz Republic Almaz Imangaziev asked as soon as possible to make the decision on the issue of obtaining compulsory medical insurance certificates by members of the families of labor migrants. In addition, he proposed to raise the age of mandatory fingerprinting for children from 6 to 14 years old. He also urged to consider the issue of easing sanctions for repeated administrative violations for migrants.
