According to the draft law on the state language, the level of knowledge of Kyrgyz among officials should be intermediate. Kanybek Osmonaliev, head of the National Commission for the State Language, announced at a meeting of the Parliament.
Deputy Dastan Bekeshev asked what awaits officials who do not speak the state language after the law comes into force. «Should they quit the job?» he asked.
«According to Article 5 of the bill, state and municipal employees must speak the Kyrgyz language. There is no rule that infringes on the rights of Russian speakers. Article 10 of the draft law requires documents to be kept in the state language, but there is a note that, if necessary, this can be done in other languages,» Kanybek Osmonaliev replied.
He noted that back in 2017, the Government of the country adopted a resolution requiring from civil servants to speak the Kyrgyz language at B1 level.
The draft law on the state language establishes the legal framework for the use of Kyrgyz, implementation of language policy, obligations of state bodies and local government bodies in creating conditions for their development.
A list of persons who are required to know the state language and use it in the performance of their official duties has been drawn up. It includes state and municipal employees, deputies, military, judges, heads and employees of educational institutions of all forms of ownership, state and municipal health care institutions, teachers and scientists, and others.
