Health insurance becomes mandatory in Kyrgyzstan

Health insurance became mandatory for everyone in Kyrgyzstan.

«A distinctive innovation of the adopted law on health insurance of citizens is that the word «health insurance» becomes a mandatory condition for all citizens in the republic. And first of all, it will concern those who are not insured to date,» Klara Oskombayeva, First Deputy Chairperson of the Compulsory Health Insurance Fund, said.

In addition, another innovation is the introduction of mandatory acquisition of the Medical Insurance certificate of by foreign citizens and persons studying in educational institutions of Kyrgyzstan.

«Uninsured citizens over 16 years old, who have graduated from general education organizations, but are not students and do not pay compulsory medical insurance contributions to the Social Fund, will have to purchase a mandatory medical insurance certificate for 1,722 soms for 12 calendar months (143.5 soms per month) to receive preferential medical services and preferential medicines provision at the outpatient level,» the statement says.

The state is responsible for mandatory health insurance for a socially vulnerable category of the population (unemployed citizens officially registered with the state employment service, pensioners, including military personnel, persons with disabilities since childhood and persons receiving social benefits), conscripts, including those undergoing military service under the contract (officers, warrant officers, soldiers, sergeants and foremen), children under 16 years old (if they continue to study at school, then up to 18 years old), students of universities, colleges and other educational institutions of daytime education up to 21 years old.

Working citizens are insured by employers who pay 2 percent of their wages to the Social Fund for them. Farmers, workers of peasant farms, individual entrepreneurs, when acquiring a license, pay taxes (this amount includes contributions for mandatory medical insurance).

The rest of the citizens who are not insured, do not belong to a socially vulnerable category of the population, are not registered anywhere and do not have any benefits, must purchase a mandatory medical insurance certificate and become insured and receive the right to medical services and preferential medicines.

The Parliament of Kyrgyzstan adopted in the third reading amendments to the Law «On Health Insurance of Citizens in the Kyrgyz Republic», which provide for mandatory medical insurance of the population of the country, including foreigners.
