It is necessary to develop a digital twin of the country in finance and use new approaches in work. The Chairman of the Cabinet of Ministers of Kyrgyzstan Akylbek Japarov said at a board meeting in the Ministry of Finance.
He recalled that last year ended in a positive way. The growth rate of gross domestic product amounted to 919.4 billion soms and approached 1 trillion soms. The growth was 7 percent. These indicators make it possible not only to maintain macroeconomic stability, but also to move forward.
The results of the ministry’s activities in 2022, as well as plans for 2023, were considered at the board meeting of the Ministry of Finance. Akylbek Japarov noted that a financial reserve was formed last year through joint efforts and this became possible thanks to many decisions, including anti-crisis measures, for which a record 117 billion soms were allocated.
Akylbek Japarov paid special attention to the public procurement system, which needs to be reviewed and improved.
«The public procurement system remains complex and not flexible enough. It is necessary to strengthen the requirements for companies involved in public procurement and form a green and black list of such companies. The latter should not be allowed to participate in tenders,» the Chairman of the Cabinet said.
He instructed to put the public procurement system in order by the end of the first quarter of 2023.
The head of the Cabinet also dwelled on the efficiency of budget expenditures, emphasizing the special role of the regional divisions of the ministry in this matter.
«Information about all expenses, be it the construction of schools, road repairs, payment of pensions and benefits, must go through the district financial departments. Take control of this work,» Akylbek Japarov concluded.
