The head of Adilet Legal Clinic, Cholpon Dzhakupova, said at a round table discussing pressure on the media and freedom of speech that Kyrgyzstan has become a police state.
According to her, to date all the courts have fallen under the jurisdiction of investigators, despite the fact that the state at one time did everything possible to ensure that the investigation was carried out without arbitrariness by introducing the institute of investigating judges.
«But the number of egregious violations is on the rise. Investigators are the masters in courts,» said Cholpon Dzhakupova.
She proposes to include in the resolution, which is being developed by the participants of the round table and which says about imposing a moratorium on blocking websites until the amendments to Gulshat Asylbayeva’s law enter into force, an addition that the Prosecutor General’s Office should ensure control over the implementation of the principles of the investigation in relation to Azattyk and other media.
Recall, seven deputies of Parliament — Zhanar Akaev, Adakhan Madumarov, Elmurza Satybaldiev, Gulya Kozhokulova, Dastan Bekeshev, Seyid Atambayev and Chingiz Aidarbekov — initiate amendments to the law of ex-deputy Gulshat Asylbaeva «On Protection from Inaccurate (False) Information».
The discriminatory document was adopted by the sixth convocation in violation of all procedures of the regulations. Representatives of the media community and experts have repeatedly stated that the law is directed against independent media. The blocking of Azattyk website, Respublica and the partial blocking of 24.kg news agency are proof of this.
