Compulsory Motor Third Party Liability insurance (CMTPL) project needs improvement. President of Kyrgyzstan Sadyr Japarov stated in an interview with Kabar news agency.
According to him, the project itself was developed in 2015. After a check, it was decided to postpone its implementation.
«It needs improvement now. The state should take control of this project. It should not be given to anyone. People don’t trust private individuals now. They think that this is a private business of some official, and therefore they oppose it. Therefore, I took this project under my personal control. I will upgrade it, I will make people want to insure their cars themselves. The project is very much needed by the people. Cars are insured in all developed countries. The only thing is that it is necessary to work honestly and fairly. Rules need to be developed. If the project works well, perhaps, we will give it to private entrepreneurs later. People should have a choice where to insure a car — in a private company or a state one. There will be competition,» Sadyr Japarov said.
Kyrgyzstan adopted the law on Compulsory Motor Third Party Liability insurance (CMTPL) seven years ago. However, its implementation was postponed several times.
It was stated that from January 1, 2023, all car owners (legal entities and individuals, including foreign citizens) are required to insure their vehicles. In the absence of an agreement (certificates), they will be fined 3,000 soms from April 1.
