«We are interested in attracting investments, advanced technologies and management of Uzbek companies for the development of Kyrgyzstan’s economy,» Akylbek Japarov, Chairman of the Cabinet of Ministers, said at the Kyrgyz-Uzbek Business Forum.
According to him, Uzbekistan is a reliable neighbor, a fraternal state and a strategic partner for Kyrgyzstan. A high level of strategic cooperation has been established between the countries, as well as a constructive and trusting dialogue.
«In order to develop business and attract investments, we are consistently expanding the tools to support production and industrial zones, high-tech parks, and free economic zones. A key element of these instruments will be a special regime for the regulation of entrepreneurial activity. Our ultimate goal is the rule of law, protection of property, pre-trial dispute resolution, equal competition, investor support and an appropriate regulatory environment,» said Akylbek Japarov.
He also recalled that Kyrgyzstan is a party to bilateral agreements on mutual promotion and protection of investments with more than 30 states. Uzbekistan is among them. These agreements provide foreign and local investors with equal rights and favorable investment conditions at the level of international legal acts. There is also an agreement on the avoidance of double taxation between Kyrgyzstan and Uzbekistan.
According to the latest data from the National Statistical Committee, 60 enterprises with the participation of Uzbek capital operate in Kyrgyzstan.
Including 22 are joint ventures and 38 — with the full participation of Uzbek capital.
The head of the Cabinet is confident that Kyrgyzstan has something to offer Uzbek business.
«We are taking decisive measures aimed at attracting investors by strengthening confidence in our country, creating a transparent business and investment climate. The law on the park of creative industries was adopted last year. It provides for the creation of a special tax regime for subjects of the creative economy. I invite all creative entrepreneurs of Uzbekistan to become its residents. For large-scale investments in national-level facilities, it is planned to create a special status of a «strategic investor» with increased support measures and security guarantees,» Akylbek Japarov concluded.
