UN General Assembly adopts resolution on war reparations to Ukraine

The 11th emergency session on Ukraine resumed its work at the UN General Assembly on Monday. Official website of the organization says.

A draft resolution proposed by dozens of countries on establishing an international mechanism for compensation to Ukraine for the damage caused by «Russia’s aggression» was put to the vote. The document was adopted with the support of 94 countries, 14 delegations voted against and 73 states abstained.

Kyrgyzstan, Kazakhstan, Armenia, Uzbekistan and Tajikistan abstained from voting on the resolution. Belarus voted against.

The authors of the document invited the members of the General Assembly to recognize that the Russian Federation should be held accountable for any violations of international law committed by it during the «aggression» and must compensate for the damage caused by it. Therefore, the document provides for establishment of an international mechanism, and it is also recommended to establish an international registry for registering documented evidence of «damage, loss or harm caused to all interested individuals and legal entities, as well as to the state of Ukraine as a result of acts of the Russian Federation that violate international law ...».

Vasily Nebenzya, Russia’s permanent representative, said that the authors of the resolution want to be able to use the frozen Russian assets to finance arms supplies to Kyiv and pay off debts for weapons already transferred.

«Western countries have never considered «reparations» as a way to atone for their own sins. For two decades they blocked any discussion of this topic at the meeting of the Sixth Committee of the General Assembly and development of any multilateral instrument on the responsibility of states for internationally wrongful acts», the Russian diplomat noted. «They remembered this concept only now, when they liked the «reparations» as a convenient tool for robbing another state.»

The special session is held by the decision of the Security Council, adopted on the basis of the 1950 resolution «Unity for Peace». This procedure allows to bypass the veto of any of the permanent members of the Security Council, in this case, Russia. The 11th special session of the General Assembly has resumed its work several times this year at the request of the member countries.
