Spokesman for the President of Kyrgyzstan Erbol Sultanbaev told 24.kg news agency that Sadyr Japarov would not take part in the informal CIS summit in St. Petersburg on Friday. According to him, this is due to the busy work schedule of the head of state.

«Secretary of State Suyunbek Kasmambetov was sent from the Kyrgyz side to convey the presidential message of congratulations on the occasion of the 70th birthday of Russian President Vladimir Putin,» Erbol Sultanbaev informed.

Earlier it was reported that an informal summit of leaders of the CIS countries will be held in St. Petersburg on October 7. It is planned to discuss issues of interaction between the member countries of the Commonwealth. The unofficial part will be devoted to the celebration of the anniversaries of the presidents of Russia and Tajikistan — Vladimir Putin and Emomali Rahmon. Both of them turned 70 years old. The latter will be awarded the Order «for ensuring regional stability and security in the region», which was awarded by the decree of the President of the Russian Federation on October 4.

Spokesman for the Ministry of Foreign Affairs of the Kyrgyz Republic, Chingiz Kustebaev, commented earlier on the award, noting that «this step raised eyebrows.» The President of the country did not make any statements about this.
