Conditions for legal stay of Kyrgyzstanis in Russia to be discussed in Moscow

Negotiations will be held in Moscow on September 11 between the delegations of Kyrgyzstan and Russia, at which the issue of easing the requirements for migrants on providing certificates of work and residence will be discussed. Azizbek Madmarov, Deputy Minister of Foreign Affairs of the Kyrgyz Republic, announced at a joint meeting of Alliance and Eldik parliamentary factions.

According to him, this issue has been discussed for a long time. The proposal was submitted to the Minister of Foreign Affairs of the Russian Federation Sergei Lavrov, Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich, Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev and the Prime Minister of the Russian Federation Mikhail Mishustin during the bilateral meetings.

«Our proposal is to provide Kyrgyzstanis with the conditions for legal stay in Russia. To do this, we ask to give them the right to provide information about their place of work and place of residence at the request of government agencies,» Azizbek Madmarov said.

The official added that the requirements for the registration procedure have been tightened since 2018 in Russia, when the World Cup was held; they were motivated by the need to ensure internal security. Migrants must submit, at the request of government agencies, certificates from their places of residence and work. But apartment owners and employers do not want to issue a document, avoiding payment of taxes.

«These are internal issues. They can only be resolved through negotiations. The Kyrgyz Republic adheres to the position that these are barriers within the EAEU. Because migrants must move freely within the union,» Azizbek Madmarov said.

According to the Deputy Minister of Labour, Social Security and Migration Nurdoolot Bazarbaev, 1,055 million Kyrgyzstanis live in Russia to date.
