Kyrgyzstan will join the Safe Schools Declaration. The Ministry of Education and Science submitted the corresponding draft resolution of the Cabinet of Ministers for public discussion.
As the background statement says, the project was developed to protect educational organizations during military conflicts in Kyrgyzstan, as well as to create conditions for continuing education at this time.
Kyrgyzstan was invited to join the declaration by the Global Coalition to Protect Education from Attack (GCPEA). The ministry believes that this will create an opportunity to consider specific measures to prevent the use of schools by the armed forces and non-state groups in violation of relevant international law.
The ministry added that the provisions of the Additional Protocol I of June 8, 1977 to the Geneva Conventions dated August 12, 1949, concerning the protection of victims of international armed conflicts, already provide for restrictions on civilian objects (including schools) in armed conflicts. In particular, that civilian enterprises should not be the object of attacks or reprisals.
