The President of Kyrgyzstan returned to deputies the draft regulations of the Parliament with objections for revision.
The draft document refers to the procedure for bringing a deputy to criminal liability. If the deputy corps has not agreed to initiate a criminal case against one or another colleague, then the proceedings do not start.
Sadyr Japarov believes that this provision is contrary to the Constitution. Consent to initiate criminal proceedings is not required, only for prosecution. He asks the Parliament to change the order and to state in the article that in case of refusal the investigation is suspended until the termination of parliamentary powers.
The Parliament adopted the regulations in the second and third readings before summer recess.
