People’s Kurultai does not have the task of replacing the Parliament. President of Kyrgyzstan Sadyr Japarov stated in an interview with Kabar news agency.
According to the head of state, members of the kurultai will meet once a year, hear information from the Cabinet of Ministers and Parliament on the work done during the year, express their opinion, and make recommendations to be followed.
«Last year I gathered journalists and gave information on the results of the year. I did not limit, everyone came. However, all the questions asked were at the level of rumors. After that, I decided to convene a kurultai on the basis of the Constitution and inform the people about the work done during the year. I asked citizens from all over the country, each rural council to give direct proposals on what we should do in these areas. The conference will last two days. Let any delegate speak. We have nothing to hide from the public,» Sadyr Japarov said.
The head of state noted that the Constitution clearly states that there should be a congress of the People’s Kurultai.
«This was also stated in the previous Constitution, but it was not implemented. The law on the kurultai was not adopted because the former deputies said: «What is the point of holding a kurultai, if we exist?» This Parliament also did not pass the law, perhaps because they also think so. Therefore, by my resolution, I scheduled the congress for November 25. The harvesting will be over, everyone will have free time. Local governments do not participate in the selection of delegates. The rural councils gather people. The people will choose the delegates. Wherever you live, go and participate in these meetings. If the people choose you, come as a delegate and make your proposal,» Sadyr Japarov said.
