The Cabinet of Ministers of Kyrgyzstan submitted a draft law on voluntary legalization and amnesty of assets of individuals to the Parliament for consideration. Deputy Dastan Bekeshev announced on his Telegram channel.
Lawmakers expect to bring more than 40 percent of the economy out of the shadows through the implementation of the law. They note that the bill is intended to attract property and income into the legal economic circulation, guaranteeing the inviolability of voluntarily declared assets and their owners, observing the secrecy of declaration.
However, experts see risks in the document. Adilet Legal Clinic analyzed the draft laws on voluntary legalization and amnesty of assets of individuals and on amendments to some legislative acts of the Kyrgyz Republic. They believe that the document is an attempt to hide information about the property of officials. Experts also noted the document’s contradiction with international law.
«Yesterday — legalization of casinos and gambling games, and today — legalization of property. At a meeting of the Committee on Budget we will consider the bill of the Cabinet of Ministers on the legalization of property, which can be used by all corrupt officials and, at the same time, destroy all previous tax returns. They wrote the bill for themselves. Corrupt officials are provided with all conditions to become good citizens. No wonder they say: if you steal a thousand, you will go to jail, if you steal a million, you will also get a medal. And if you want to continue money laundering, go and open a gambling establishment,» Dastan Bekeshev commented on the bill.
