The authorities of Kyrgyzstan pay little attention to the introduction of energy efficiency, although the country is facing a shortage of electricity. Nurzat Abdyrasulova, President of Unison Group, stated at the expert meeting «Development of Energy Sector in the Kyrgyz Republic through Renewable Energy Sources and Energy Efficiency.»
She noted that energy in the republic is used inefficiently. «Kyrgyzstan takes the 15th place in the world energy intensity rating. This is a very bad indicator for a small country without a developed industry. This suggests that energy in the republic is used inefficiently,» Nurzat Abdyrasulova said.
She added that a law on energy saving was adopted in 1998. It is aimed at improving energy efficiency in the production, transmission and distribution of energy.
«It does not work in reality. It exists but doesn’t work. Later, a law on the energy efficiency of buildings was adopted. But its implementation goes with moans and groans. This suggests that energy efficiency is not a priority for the authorities,» the expert noted.
She emphasized that buildings consume more than 50 percent of the energy (heat, coal, and so on), but at the same time they lose two-thirds of the energy. «If you look at the buildings through thermal imagers, they just burn like candles. Whether it is a private house or multi-storey building, they pass a large amount of energy through. In fact, we heat the streets,» Nurzat Abdyrasulova said.
