NGOs oppose draft regulation of Cabinet of Ministers on state grants

More than 40 non-governmental organizations urge the Prime Minister of Kyrgyzstan Akylbek Japarov to suspend adoption of the regulation on state small grants for NGOs. They issued a statement.

It states that the authorities are trying to divide the non-governmental sector into loyal and not loyal organizations, which in the future may lead to discrimination against individual NGOs and violation of the rights of their beneficiaries.

NGO representatives believe that the proposed document contains legal inconsistencies and lacks transparency in the selection for participation in the competition. NGOs call for expert review of the regulation by independent bodies.

At the same time, the statement notes that «in general, civil society welcomes the desire of the state to finance the civil sector.» NGO representatives call on the Cabinet to suspend the process of adoption of the document and hold a discussion with non-profit organizations.

The appeal was signed by the leaders of more than 40 organizations, including Kylym Shamy, Common Cause, Interbilim, Adilet Legal Clinic and others.

Earlier, human rights activists turned to drafters of the regulation. They call on the initiators to reconsider the prejudiced attitude towards the civil society, organize a broad dialogue and identify strategic directions for joint actions.
