President of Kyrgyzstan Sadyr Japarov made a statement on the occasion of the start of the population and housing census campaign. Press service of the head of state reported.
According to Japarov, Kyrgyzstan is on the verge of an event which is of great political, economic and international importance. The population and housing census will take place from March 25 to April 3, and in some remote rural areas from April 23 to May 2. The United Nations (UN) has decided on this regular mass campaign in 2020. Many states, including Kyrgyzstan’s neighbors, have conducted censuses. But Kyrgyzstan, because of the coronavirus pandemic, had to postpone it.
«The economic and social importance of the population and housing census is very high. The demographic situation in any state is constantly changing. It is very much influenced by internal and external migration, which has not slowed down in the last 10 −15 years. During this period, there have been major changes in the composition, location, and quality of the housing stock. Residential premises have been often built without the permission of the relevant state and municipal bodies and without approved projects. Therefore, obtaining actual and precise data on the number of population and its distribution across the republic, its composition by gender, age, education level, nationality and living conditions is the main task of the census,» the President stressed.
He also reminded that it is impossible to collect this information in any other way. The most important thing is that the information obtained is the basis for the development or adjustment of the strategy of social and economic development of the Kyrgyz Republic for the coming years and for the future.

A special national commission is overseeing all census preparations and its holding.
The head of state also drew attention to two important issues. First and foremost is the sanitary-epidemiological situation in the republic. The National Statistical Committee and the Ministry of Health have developed and approved an algorithm of actions to prevent further spread of the coronavirus during the census. The census takers are fully provided with personal protective equipment, so it can be said that their safety and safety of the population is under control.
The second is to ensure the confidentiality of personal data reported by the respondent. For the first time, the population and housing census in Kyrgyzstan is conducted electronically.
«Your answers, dear Kyrgyzstanis, will not be written down on paper as before. They will be entered into a mobile application and immediately after the completion of the survey they will be sent to the central server of the National Statistical Committee. Thus, your census data will not remain in any form, neither on paper nor with the census taker. Afterwards they will be used for statistical purposes only and in summary form in accordance with the law on official statistics,» Sadyr Japarov assured.
He urged to take an active part in the population and housing census, which is being held under the motto «Everyone Counts in Kyrgyzstan».
«The line of development of the country, and therefore its future, is determined on the basis of this data. This important information will give a real picture of Kyrgyzstan’s human potential. Dear fellow countrymen! I ask you to take the forthcoming census with deep understanding, seriousness and responsibility. I really count on the support of each of you,» the President concluded.
