Kyrgyzstan to set maximum speed limit for buses

The Ministry of Transport and Communications of Kyrgyzstan has submitted amendments to the law regulating passenger transport for public discussion.

The new rules include such terms as urban routes — bus and trolleybus routes, driver’s schedule, contract of carriage, drivers’ documentation, technical passport or ticket, information and reference system, passenger taxi, regularity list and license.

It is specified that the automated information system «Electronic tender for route servicing» includes an electronic application service.

In order to open a bus route, a number of requirements should be met:

  • Assessment of possible passenger traffic and justification of the feasibility of opening a route;
  • Formation of a commission;
  • Inspection of road conditions, route choice and drawing up a route length measurement report;
  • Determining of stopping places.

Itinerary lists of movement are also compiled, and the average speed of movement is determined by a separate item. It should not exceed 55 kilometers per hour.

International routes are opened in accordance with international treaties and agreements.
