A citizen of Kazakhstan complained about violations by employees of the State Committee for National Security of Kyrgyzstan (SCNS). The National Center for Prevention of Torture reported.
«On February 8, the 26-year-old citizen of the Republic of Kazakhstan applied to the territorial office of the center in Talas region. He stated that late at night on February 2 he illegally crossed the state border of the Kyrgyz Republic. While crossing, he was hit by a passing train, as a result his left arm was injured. On February 3, at about 1 a.m., he was detained by border guards and taken to the district department of the SCNS. According to the Kazakhstani, investigator of the SCNS interrogated him for 2-3 hours without a lawyer. His mother was not notified in a timely manner by phone as it is required by the Criminal Procedure Code of the Kyrgyz Republic,» the center said.
According to the detainee, for more than two days he was forced to spend the night on a table and chairs in the investigator’s office in the building of the district branch of the SCNS.
«Only in the morning of February 5, he was taken to the district hospital and provided with primary medical care. For more than two days, the Kazakhstani did not receive any medical assistance, he told. On February 7, he was taken to the regional hospital. The citizen of Kazakhstan is currently in the traumatology department of the regional hospital under escort. He will have a surgery on his arm in the near future,» the national center reported.
