The system of electronic enrollment in schools requires improvement. Ulan Satarov, an expert of Strategic Solutions Public Foundation, told at a round table.
According to him, today the system has functions that violate the law. As an example he cited the refusal of the automated information system (AIS) to accept applications from parents on the grounds of «lack of quotas». There is no such a thing as quotas in secondary, general education in the law on education. There are quotas for enrollment in vocational education institutions. They enroll school graduates.
«In addition, the department itself writes that the AIS can reject an application only in one case — if at least one of the required documents is not provided, or if it is filled out incorrectly. Benefits in enrollment are provided only to two categories: children of soldiers and returnees,» Ulan Satarov said.
He reminded that the law prohibits refusal to accept any applications. «It turns out that the AIS must accept any application, study it and then decide whether to accept it or deny,» he added.
Another problem cited by the expert is related to the fact that both the provision and the system allow applications for enrollment of children living both it and outside the district. «This issue needs to be resolved somehow. Either accept only applications from children who live in the area of the school, or to accept applications only from them at first and only then from the others. The system worked this way in the beginning, but then this order was changed,» he said.
The head of Child Rights Defenders’ League Public Foundation Nazgul Turdubekova added that they received complaints from parents who could not register their children living in the microdistrict in the online enrollment system, because the schools were filled with applicants from other districts.
