President of Kyrgyzstan Sadyr Japarov holds the first meeting of the Council on Improving Judicial and Law Enforcement Activities today.
The judiciary and law enforcement systems must be transparent and their actions must be under public scrutiny.
The head of state believes that as a result of the reforms, the attitude of the judicial system towards citizens should change, making the protection of human rights a key criterion through legislation. It will make the judicial system an open, accessible branch of government, understandable to ordinary citizens.
New legislation should provide for effective mechanisms to protect people from the threat of torture, combat discrimination, and include mechanisms for a fair and effective investigation of torture.
«In the process of improving existing codes and laws, the interests of the citizen, each person should prevail over the ambitions of the judicial body. Measures to improve the criminal procedure legislation should be carried out in strict accordance with the requirements of the Constitution of the Kyrgyz Republic,» Sadyr Japarov stressed.
The President also focused on the fact that before taking measures to humanize legislation, it is necessary to analyze the results of its previous stages, since this process affects the ability of the state to fight crime.
Sadyr Japarov stressed that the Parliament would play an important role in implementation of the forthcoming reforms to improve the judicial and law enforcement system.
In order to implement the provisions of the new Constitution governing the judicial system, he will soon introduce bills on judicial reform on his own behalf.
The head of state appeals to the Parliament for the deputies to consider this package of bills out of turn. This is necessary in order to accelerate structural changes in the judicial system and increase the efficiency of judicial proceedings, to create a new Council of Justice, the Council of Judges.
