President of Kyrgyzstan Sadyr Japarov holds the first meeting of the Council on Improving Judicial and Law Enforcement Activities today.
He stressed that the most effective way to resolve any social conflict is legal protection.
«The goal of stabilizing civil society will be achieved only when a number of issues on optimizing legislative and law enforcement processes are resolved, and the mechanism of judicial protection is used legally and justifiably. Therefore, in order to resolve legal protection issues, I signed a decree on the Council for Improvement of Judicial and Law Enforcement Activities under the President on March 31 of this year,» Sadyr Japarov said.
According to him, the Council is a consultative and advisory body created to improve the activities of courts and law enforcement agencies, as well as prepare proposals for development of draft regulatory legal acts regulating organization of their activities.
A special expert working group was created under the Council to analyze and develop proposals aimed at eliminating legal gaps and conflicts in the current criminal, civil, administrative and executive codes. It is headed by the Prosecutor General Kurmankul Zulushev.
Sadyr Japarov noted that the main tasks of the expert working group are:
— Increasing the efficiency and quality of justice;
— Achievement of transparency of law enforcement and judicial systems;
— Ensuring guarantees of judicial protection of human and civil rights and freedoms;
— Protection of freedom of speech and press, freedom of the media;
— Elimination of unjustified and excessive interference of authorized bodies in the activities of business entities and strengthening the protection of the legal rights of investors;
— Observance of generally recognized principles and norms of international law, as well as international treaties that have entered into force in accordance with the legislation of the Kyrgyz Republic, which are an integral part of the legal system;
— Increasing the responsibility of investigative bodies and judges for the quality of administration of justice;
— Bringing legislation in line with the norms and international standards of international law in the field of human rights, ensuring expansion of judicial protection of the rights and freedoms of citizens, increasing access to justice.
— Ensuring implementation of the principles of openness and transparency of justice;
— Increasing citizens’ confidence in justice.
The group worked with the participation of representatives of the judiciary, law enforcement agencies, civil society, independent experts and representatives of international organizations.
Sadyr Japarov noted that experts have prepared draft laws on the most pressing issues and problems of the judicial system and legal proceedings, consisting of analysis and recommendations on a number of priority areas of judicial reform.
