Human rights activists ask to release the suspects under not grave articles of the Criminal Code and women from pre-trial detention center 1. Ex-judge of the Constitutional Chamber of Kyrgyzstan Klara Sooronkulova explained 24.kg news agency why this should be done.

«This practice is being applied in many countries in connection with the coronavirus pandemic. Sanction in the form of house arrest, recognizance not to leave the city, or release on bail can be applied to prisoners who are charged with articles not related to violence or murder. This measure is preventive in nature and will help to unload the prison cells,» Klara Sooronkulova told.

She added that it is necessary to start with women: first of all, to free pregnant, single mothers, mothers of many children. Earlier, such an initiative was voiced by the Ombudsman Tokon Mamytov. As of today, there are 90 women in the pretrial detention center 1.

The State Penitentiary Service explained: court approval is required. Without it, management of the service cannot decide whom to release for duration of the restrictions.

But Klara Sooronkulova believes that is not necessary to wait for a court decision. Parliament should pass an amnesty law that will set a list of people under investigation, who should be released from custody.

Recall, visits and parcels are prohibited at the pre-trial detention center 1 due to quarantine. Arrested persons also cannot meet with their lawyers.
