Road construction. Accounts Chamber reveals violations of 109 million soms

An audit revealed financial irregularities in the Ministry of Transport and Roads of Kyrgyzstan and its structural divisions for a total of 109,155.9 million soms in 2018. Press service of the Accounts Chamber of Kyrgyzstan reported.

The amount of unjustified salary payments is 480,700 soms.

The volume of construction and installation works was overstated by 105,258.2 million soms (31,864.7 million soms were restored during the audit).

Revealed violations and discrepancies within Bishkek-Osh highway rehabilitation project (phase 4) amounted to $ 421,000; road construction violations in the amount of $ 807,700 were revealed under Taraz — Talas — Suusamyr highway project (phase 3); the total amount of defective work to be redone at the expense of the contractor amounted to $ 140,000 (these violations were eliminated) under the project for construction of an alternative North-South highway (Aral-Kazarman section, phase 2.)

Accounts receivable and overstated accounts payable of 3,144.2 million soms (hidden) were also revealed during the audit (the sum was repaid).

At least 108,675.2 million soms of detected amount of financial irregularities are to be restored; 35,029.5 million soms were returned during the audit.

Irrationally used funds amounted to 3,606.4 million soms.

Reserves and budget losses reached 10,283.5 million soms.

As a result of the audit, the Accounts Chamber gave instructions and suggestions on eliminating the revealed violations and deficiencies. The audit materials were sent to the relevant state bodies.
