Consideration of criminal case on modernization of the capital’s Heating and Power Plant continues in the Sverdlovsky District Court of Bishkek. The process is chaired by a judge Inara Gilyazetdinova. The court completed hearing of arguments and proceeded to replies.
The lawyer of Sapar Isakov, Nurbek Toktakunov, denied the words of the state prosecution about mythical political persecution.
«But this is not a myth. We see that all the defendants in this criminal case are prosecuted under the Article «Corruption». At the same time, an unlawful connection or facts of illegal enrichment were not revealed in this case. There are only official meetings in the volumes of the criminal case. And all this is presented as a fight against corruption,» he said.
He added that journalists presented corruption schemes in the case against Raiymbek Matraimov, but neither the prosecutor’s office, nor the State Committee for National Security, nor the Financial police see this.
The prosecution objects to responsibility of the former speaker of the Parliament Asylbek Jeenbekov for the modernization of the HPP.

«But the deputies adopted the format of the contract and the calculation methodology at the level of the law, refusing to check the effectiveness of use of the funds. The customer only accepted it at each stage,» he said.
According to him, the process of accepting an object in terms of quality is the direct responsibility of the then Prime Minister Sooronbai Jeenbekov.
«He had supervised all the main stages of construction since 2016. If someone called him, this does not relieve him of responsibility. If he said to accept it after someone’s call, this is the basis for his impeachment,» said the lawyer.
«Generally speaking, Sapar Isakov and I gathered here component elements of a crime for the ruling group. Because this story is just corruption, which was initiated by Asylbek and Sooronbai Jeenbekovs. One brother put forward the bill, the other adopted,» he said.
Recall, the former prime ministers Sapar Isakov and Zhantoro Satybaldiev, deputy of the Parliament Osmonbek Artykbaev, top managers of the energy sector Salaydin Avazov and Aibek Kaliev are kept at the pre-trial detention center of SCNS within the case on modernization of Bishkek HPP. Ex-finance minister Olga Lavrova is under house arrest. All of them are charged with abuse of office and corruption.
