E-passports’ forms scandal. Damage totals 253 million soms

As a result of violations committed during a tender for manufacture of forms of international biometric passports, the state suffered damage of 253,377,000 soms. Head of the Department of the Prosecutor General’s Office Zamir Beishekeev told journalists.

According to him, the main supervisory body opened a criminal case on February 26, 2019.

«The criminal case was sent to the State Committee for National Security of Kyrgyzstan for further investigation. According to preliminary data, the amount of damage is 253,377 soms. The Prosecutor General’s Office has not yet received an information about detention of certain officials,» Zamir Beishekeev told.

Recall, tender commission gave the 1st place to Garsu Pasaulis CJSC. The company is ready to supply forms for 940,150,000 soms.

In February, representatives of IDEMIAFrance SAS said they did not agree with the decision of the tender commission. The Interdepartmental Commission for Consideration of Complaints and protests sent a request to the State Procurement Department to contact the State Committee for National Security and give a legal assessment of the facts stated in the complaint. The relevant department was also recommended to contact the State Financial Intelligence Service to check the beneficial owners of Garsu Pasaulis in accordance with the Law on Countering Financing of Terrorist Activities and Money Laundering.

The Corruption Control Service of the State Committee for National Security conducts investigative measures in the framework of a previously opened criminal case on violation of the tender conditions for the purchase of biometric passport forms.

Management of Infocom State Enterprise and the State Registration Service were arrested and placed in pretrial detention center of the State Committee for National Security of Kyrgyzstan.

According to data requiring clarification, Director of the state-owned company Infocom Talant Abdullaev, State Secretary Daniyar Bakchiev and Deputy Chairman of the State Registration Service Ruslanbek Sarybaev were detained. The latter headed the tender commission for the purchase of forms for biometric passports.
