Judge of Oktyabrsky District Court of Bishkek, Ernis Chotkaraev, who escaped from the country, destroyed 1,350 administrative offense cases. Lawyer Mairambek Zhumabekov told 24.kg news agency.
According to him, the State Committee for National Security filed a case after the judge left Kyrgyzstan.
«Investigation by the Supreme Court revealed that Ernis Chotkaraev destroyed administrative cases related to drunk driving. This conclusion was confirmed by a commission of the Judicial Department. It is known that Ernis Chotkaraev held court sessions on Saturdays, called assistants, secretaries, which is illegal. The judge explained the loss of materials by the fact that they disappeared after a flood in the archive of the court, although there was not any,» Mairambek Zhumabekov said.
«The investigator, when choosing a preventive measure to Duishen Almas uulu, could not prove that he caused damage to the state. There is not even a statement against my client, although according to the law, there must be a statement when a criminal case is opened for fraud,» Mairambek Zhumabekov complained.
Recall, SCNS spread the information that employees of Oktyabrsky District Court of Bishkek illegally appropriated money intended for payment of fines for drunk driving. According to the special services, some judges, without hearings, made decisions on bringing people to administrative responsibility. In March 2019, it became known that the former chairman of the Oktyabrsky Court, Ernis Chotkaraev, was prosecuted, but he left the country in October 2018.
