Criminal case opened against former head of Internal Investigation Service

Criminal case was opened against Ralis Kasanov, the former head of the Internal Investigation Service of the Ministry of Internal Affairs, ex-deputy head of the Main Department of the State Specialized Guard Service of the Ministry of Internal Affairs of the Kyrgyz Republic. Pre-trial proceedings against him are carried out on the fact of forgery of documents.

Lawyer of Ralis Kasanov, Baktybek Zhumashev, informed 24.kg news agency that on March 1, the police illegally conducted a search in his client’s house. On March 6, there was an attempt to detain the ex-head of the Internal Investigation Service of the Ministry of Internal Affairs.

«The search was carried out without a permission of the investigating judge. I appealed against the actions of the investigator of the Investigative Service of the Ministry of Internal Affairs Azamat Zhumabaev, since there were no exceptional circumstances for the search. On March 6, officers of the service arrived at the house of Ralis Kasanov to take him to the investigator Erkebek Ashirhodzhaev. I believe that the investigator exceeded authority. The criminal case was transferred to another body,» said Baktybek Zhumashev.

He noted that the investigation did not familiarize Ralis Kasanov with the registered materials.

«The former head of the Internal Investigation Service was not questioned. If there are no materials in production, the investigator does not have the right to conduct investigative actions. I submitted an application to the Prosecutor General’s Office against the actions of the Investigative Service of the Ministry of Internal Affairs. All this suggests that the investigation is carried out with bias and it is under control of the leadership of the Ministry of Internal Affairs,» Baktybek Zhumashev added.

Recall, Ralis Kasanov was fired for violation of official discipline, improper performance of duties, admission of extortion and complicity in extortion of money from subordinates.

In addition, the former deputy head of the Main Department of the State Specialized Guard Service was accused of concealing the conviction of his father, who had committed a particularly serious crime. Court reinstated Ralis Kasanov in office. Prior to it, he worked in the Internal Investigation Service of the Ministry of Internal Affairs.
