«Prime cost of such fuel does not include many costs, including excise taxes and other taxes, which account for more than 20 percent in the cost structure. There is an import of oil products from Kazakhstan under the guise of various chemicals (solvents, gas condensate, carbohydrate, additives, and others). These fuels and lubricants, in essence, are commercial gasoline, but are imported into the country by unscrupulous oil traders under TNVED codes that are not subject to excise taxes and other taxes,» the AOT stressed.
