Ex-employee of Interior Ministry of Kyrgyzstan holds 41 licenses for deposits

A former employee of the Internal Affairs Ministry holds 41 licenses for deposits in Kyrgyzstan. The Prosecutor General of Kyrgyzstan Otkurbek Dzhamshitov announced at a meeting of the Security Council the day before.

According to him, Erik Zhumaev worked all his life long in the Ministry of Internal Affairs and had nothing to do with the mining industry. «During an audit, it turned out that he had 41 licenses for deposits with a total area of ​​40,000 hectares. He holds 8 licenses for $ 630,000 in pledge under the loan agreement. The law allows Erik Zhumaev to sell these licenses at his own discretion,» the Prosecutor General said.

Database of the Ministry of Justice of Kyrgyzstan says that Erik Isakunovich Zhumaev was registered as an owner of Ala-Too Altyn Keni company in 2016, which is engaged in mining and concentration of precious metal ores.

Otkurbek Dzhamshitov noted that the true owner of the licenses was an offshore company (British Virgin Islands). The former official, some Karasartov, has relation to this deal.

«There are no supporting documents about the actual origin of the aforementioned $ 630,000, even the companies do not have sufficient financial resources on their accounts. There is a reason to say that the contracts are fictitious. They do not even have the opportunity to use them, even in the case of recovery of pledged licenses,» Otkurbek Dzhamshitov said.

«The loopholes in the legislation allow creating conditions for the sale of several licenses to one person. Companies with foreign participation hide information about the owners. It can harm state security,» he added.
