President of Kyrgyzstan draws attention to increase in child abuse incidence

The President of Kyrgyzstan drew attention to increase in incidence of child abuse. Sooronbai Jeenbekov discussed with the Minister of Labor and Social Development Ulukbek Kochkorov the implementation of an automated system for the provision of state social services.

The head of state noted that it was necessary to accelerate the introduction of the automated system for the provision of state social services on the basis of the single digital platform Digital Kyrgyzstan and the interdepartmental electronic system Tunduk.

Sooronbai Jeenbekov recalled that the National Development Strategy outlined the need to transfer provision and organization of basic non-specialized social services to the local self-government bodies, and stressed the relevance of creation of at least ten centers providing such services in the regions until December 2019.

«The Ministry of Labor and Social Development is a state body that should have great authority among the population of the country, since your activity is designed to solve social problems of citizens,» the president believes.

Unfortunately, due to the unprofessional approach of individual leaders, the credibility of the ministry has been undermined.

The head of the Kyrgyz Republic indicated that recent changes in legislation on state benefits have worsened the situation of socially vulnerable citizens. According to him, it was necessary without delay to pay allowances, especially to the most vulnerable citizens, to strengthen measures to reduce unemployment, to create a single information base on the labor market.

Sooronbai Jeenbekov also drew attention to increase in incidence of violence against minor children, noting that six cases were recorded only in December 2018.

The electronic information database on children without parental care has not yet been compiled.

«It is necessary to detect each child left without parental care, and develop an action plan for the protection of children in difficult life situations, and a plan for working with each such family, and ensure their social support,» the head of state added.
