Investigation of case against Bishkek mayors Kulmatov and Ibraimov completed

The Main Investigation Department of the State Committee for National Security (SCNS) of Kyrgyzstan has completed the investigation of a criminal case initiated on the fact of corruption during the construction of a school in Kalys-Ordo housing estate in Bishkek. Press center of the committee reported.

The former mayors of Bishkek, Kubanychbek Kulmatov and Albek Ibraimov, were finally charged with corruption. The former head of the Public State Capital Construction Directorate and heads of private companies affiliated with it were also charged with corruption.

According to investigators, under the leadership of the former mayors of the capital, the construction of the school was carried out with numerous violations of the current legislation in the field of state procurement. The building itself was erected without design estimates, permits and other necessary documents. Contracting organizations were attracted without a tender through a corruption scheme. The funds were transferred to the accounts of these companies without legal grounds; the reporting on the used money by the contractors was carried out without observing the current standards, and in some cases was not conducted at all.

As a result, $ 2 million allocated in the form of a grant by TBEA and 114 million soms allocated from the city budget were spent on building a school for 660 students. And the government initially planned the construction of two schools in the regions for 1,000 students for $ 2 million. The calculated damage amounted to 95 million soms.

The criminal case was received by the accused and their defenders for examination. It will then be sent to the Prosecutor General’s Office for the confirmation of the indictment and sending to the court.
