Bishkek HPP modernization. Damage to state estimated at $ 111 million

Investigation of the criminal case initiated on the fact of corruption during the modernization of the Bishkek’s Heating and Power Plant has been completed. Press center of the State Committee for National Security reported.

A number of officials headed by Sapar Isakov, having concluded a knowingly unfavorable contract with TBEA, damaged the interests of the state in the amount of $ 111,252,797.

It was found out that in February 2010, with the participation of the head of the Communications Service of the Central Agency for Development, Investment and Innovations, Sapar Isakov, the options for the reconstruction of the Bishkek HPP were considered. As a result of the meeting, a decision was made — to recognize the offer of TBEA company as incompatible with the interests of Kyrgyzstan due to its high cost, technical and technological deficiencies.

However, in 2013, Sapar Isakov, holding the position of a head of the Foreign Policy Department of the Presidential Administration, took personal control of the project and, for mercenary reasons, granted TBEA the right to be the general contractor of the project of $ 386 million.

He deliberately did not take into account that the company had no sufficient experience and qualifications to implement such projects, and the feasibility study and design estimates have not been compiled.

The money was received in form of a loan from the Exim Bank of China under the guarantee of the government at 2 percent per annum for 20 years. Since receiving the loan in 2014, Kyrgyzstan has already paid $ 22.8 million.

The accused and their defenders are being familiarized with the materials of the criminal case, then it will be sent to the Prosecutor General’s Office of the Kyrgyz Republic for approval of the charges and sending to the court.
