Government of Kyrgyzstan amends Violations Code in less than a week

The Government of Kyrgyzstan submitted two bills with amendments to the Code of Violations. The deputy of the Parliament, Dastan Bekeshev, posted on Facebook.

He recalled that the Code of Violations, the Criminal Code, the Criminal Procedure Code, the Misdemeanors and the Criminal Executive Code have entered into force on January 1, 2019. The deputy noted that there were a lot of mistakes in the codes. The Cabinet has already drawn up a number of amendments to correct them.

According to Dastan Bekeshev, there are norms that are useful to society in them. Now the people are actively discussing the Code of Violations and are scolding the authorities for new fines for violation of traffic rules.

«The law is not perfect; I would like to note some flaws in the Code of Violations. For example, it mostly punishes by fines. This will give rise to a certain injustice and will not lead to law-abiding. It is easy for the rich to pay them, and they don’t feel the punishment. But the fines are unbearable for the poor. In the future, it is necessary to introduce such punishment as public works. Both the rich and the poor will fully experience the consequences of their actions and, perhaps, realize that they have committed a violation,» said the deputy.

«The fines are increased somewhere, but somewhere they are reduced, although it should have been the other way. So, the fine for driving in the state of intoxication was reduced from 20,000 to 17,500 soms, and for the unfastened belt it was increased from 300 to 1,000 soms. The fines were divided into categories, but these categories were pulled out of thin air. Difference in the size of fines imposed on individuals and legal entities is too big. It is better to register everything as an individual, and it will soon begin. As a result, the tax on profits, VAT and other income will decrease,» added Dastan Bekeshev.

He noted that the government submitted two bills with amendments to the Code of Violations. During their consideration, the parliament members will also try to correct the mistakes made.
