Migrant workers, who left their children without supervision, will be brought to justice in Kyrgyzstan. Coordinator for Monitoring of Implementation of Government Programs for the Protection of Children Ekaterina Khoroshman said at a round table discussion.
A working group developed an amendment to the Children’s Code. Under the bill, migrant workers will be obliged to register a temporary power of attorney for the supervision over children before leaving the country.
«Without a power of attorney, no one but parents can get access to state services for these children. The power of attorney can be issued for three — six months. After six months, they must return and resolve the issue of its extension. If they are settled down, then perhaps they will take the child with them. If they are going to leave the child for a year or more, they need to register guardianship,» said Ekaterina Khoroshman.
According to her, the bill provides for the responsibility of parents who leave children without care.
According to official data, as of today, about 750,000 Kyrgyzstanis are working abroad. At least 259,000 children of migrants were left without parental care. Many of them do not have access to social services, as parents did not draw up the relevant documents.
