Parliament.kg. What is the reason of rumors about dissolution?

Dissolution is again predicted to the Parliament of Kyrgyzstan. Guesswork is a favorite thing here. After all making predictions on resignation of lawmakers six months before the elections of the sixth convocation is illogicall.

However, the parliament's members say that members of the majority coalition can't find common ground, which means that there is probability of its collapse. Everyone looks at a single master of ruining coalitions - the leader of Ata Meken faction. Gravedigger of all previous coalitions holds a theatrical pause and doesn't comment on the issue. There is grievance: recently Ata Meken lost its Minister of Justice Almambet Shykmamatov. In fact, because of "trifle."

If the alliance disintegrates, a new political configuration will unlikely formed. After all, in fact only three factions can unite. The rest are so uncoordinated and small that nobody takes them into account. Like it or not, there is only one way out - early dissolution of the parliament. 24.kg news agency decided to ask its respondents to the question of whether the fifth convocation of the parliament will manage to hold out till November.

Abdymanap Kutushev, member of SDPK:

- I think, now there are no serious grounds for the dissolution of the parliament. Under the Constitution, there are three variants of the Parliament's resign. First, if the parliament can't form a majority coalition after three attempts, it is dismissed by the president. Second, when the Parliament expresses no-confidence vote to the Prime Minister. If the majority of deputies vote of no confidence, the President can dismiss the government or dissolve the parliament. The third - voluntary dissolution. But for this at least 2/3 of the votes needed. This is at least 80 deputies, which is unrealistic. For all three variants in the near future, I think, no reasons expected. Since not much time left before the next elections. In addition, we must learn to hold elections in its constitutional terms. Only in this way political nature of population will be reduced.

Zhyldyzkan Dzholdoshova, the leader of Ata-Zhurt faction:

- In any state public administration is not possible without a parliament. Without the President maybe, but without the legislature not. Therefore, I believe that we can't allow the practice of dissolution of the parliament. The country has a serious problem that should be solved: cross-border issues, the electricity tariffs, which have already brought the population to the boiling point, joining to the Customs Union. The President promised that he won't dissolve the parliament ahead of time. While he is keeping his promise. I also believe that the current ruling alliance should work till the end of the period. The main thing is that some faction leaders not to blackmail colleagues by leaving the coalition.

Sergey Masaulov, expert:

- It seems to me that the coalition unlikely to dismiss before the completion date of the fifth convocation. Authorities are interested in stability. Now it is important to keep the situation and to hold elections in the fall. Of course, there may be shakedown. It is likely that some people will try to break the concerned political equilibrium. But there won't be dissolution of the parliament. Definitely.

Saidulla Nyshanov, deputy of Ata Meken faction:

-If we want to dissolve the Parliament, we must do it now. Then it is possible to hold new elections in spring, in March-April, and then this entire process will be completed until summer. Now there are prerequisites to dissolution, so that it can be. I personally do not mind. Recent council of the coalition showed that there is distrust among members of the alliance. So let the new Minister of Justice to be appointed by the Chief of the President's Office of the Kyrgyz Republic Daniyar Narymbaev.

Maksat Sabirov, the leader of Respublika faction:

-All of the words on dissolution of the Parliament are not more than a threat. We should transfer our responsibilities to another convening under the law. Sometimes my colleagues write off Respublika faction, thinking that it is not necessary to take into consideration. But we should not be underestimated: we work, raise important public issues and try to solve them. Regarding the situation in the ruling bloc, it should be noted: its members do not want to take responsibility for work of the government, which they have chosen themselves. This is a bad indicator. They used to say that Respublika and Ata-Zhurt argue and can not find a common language. And now they found themselves in this position. There is competition for staff within the coalition.

Felix Kulov, the leader of Ar-Namys parliamentary faction and the chairman of the coalition:

-These forecasts on early dissolution of the parliament and collapse of the coalition - absolute nonsense. It is impossible to hold elections now, because amendments to the electoral law aren't adopted and biometric data aren't collected. The parliament must approve changes to several laws relating to elections. So we can not be dissolved ahead of time.

As for collapse of the coalition, I say: it is theoretically possible, but not practically. Even if that happens, we will get together in a few days again. In the same format.

You probably think that Ata Meken will withdraw from the alliance because of Almambet Shykmamatov? So I'll say this: socialists say goodbye to the minister in order to save the coalition.

Gulnara Dzhurabaeva, the deputy chairman of the CEC of the KR:

-I would not like the parliamentary elections to be held ahead of schedule. Why? The electoral law isn't reformed completely, that is, rules of the game aren't prescribed, collection of biometric data isn't completed and local commissions responsible for the election process aren't formed yet. In such circumstances, declaring early voting is very dangerous. Elections always represent tension and conflict. And with the current situation, when there is no confidence in each other, a number of necessary procedures for transparency of the elections aren't completed and it can lead to irreversible consequences and escalation. We should hold fair, transparent and open elections, but when such an important political event takes place in a hurry, so so, the risks can not be avoided.

Dastanbek Dzhumabekov, the MP from Ata-Zhurt  faction:

-It is not necessary to dissolve the parliament before the appointed time. Today we observe complex economic and political situation in the country. There is no particular reason for the dissolution. The opposition in the Parliament works properly. If the majority coalition has problems, let them disintegrate the ruling alliance. And we don't manage to establish a new one, then we can raise the issue of dissolving the parliament.
