Top-10: spies, thieves and “blue pilferers”

The past month wasn't the best for some parliamentarians. Not only members of parliament, but also their close relatives were caught in the scope of law enforcement agencies. Other big events of November anyway were associated with crime. Apart, perhaps, is only the government's work over the accession of the Republic to the Customs and the Eurasian Economic Unions.

Here is the traditional ranking of the most notable news of November, according to 24.kg news agency.

1. In the arms of the union

Kyrgyzstan is approaching to joining the Customs and the Eurasian Economic Unions. At least, at the legislative level. The first package of bills, needed to bring the national legal framework in line with the rules of integration associations, was approved in November. Deputies didn't have any complaints in the drafts, that's why they were quickly approved in three readings and sent to the president for his signature. 

But there is still a lot of work, including for the Parliament. While it is far till full membership of Kyrgyzstan, but certain benefits republic has already received. Thus, within the established Kyrgyz-Russian Fund, the Republic was allocated funds for the maintenance of pants, or rather, for patching holes in the budget and the so-called adaptation of the economy to the conditions of the Customs and the Eurasian Economic Unions.

What will happen next, no one can predict. But it seems that nothing good is expected soon. The same problems of the Russian economy have already an effect on the KR, and increase in food prices and the devaluation of som, perhaps, are the most notable of them. Another issue is that without integration, the country alone will have hard times. And so, maybe, the older will flip some money for living.

2. Corruption from the past

There fewer deputies remain in the Parliament, who hasn't met with the Criminal Code in practice yet. So in November two deputies came to the attention of the Prosecutor General's Office (look paragraph 4). Thus, Urmat Amanbaeva was prosecuted for corruption. According to investigators, the Member of Parliament, being the chief accountant of the regional center of Osh regional center for TB control, exaggerated volume of use of extremely scarce anti-TB drugs and disinfectants, for which the budget transferred funds. Damage to the state is estimated at 17 million 263,500 soms.

Immediately after the criminal case, the deputy traditionally was submitted to the hospital, and her brother joined issue - Kyrgyzstan's ombudsman. And he was so active that the Attorney General Aida Salyanova threatened to sue for libel. Colleagues of Amanbaeva also didn't stay aside and suspiciously and very meticulously questioned Attorney General for circumstances of the case. As a result, she couldn't resist: "You always raise social issues, and now I don't understand your position. After all, the offense took place in the center of anti-tuberculosis!"

3. Not James Bond

Spy scandals are not so often, but still shake our republic too. So, in November the head of the department of international cooperation of the government staff Altynbek Muraliev was detained on suspicion of espionage. Later GKNB clarified that he is arrested on suspicion of "transmitting information to foreign organizations that make up the official secret." The case was marked as "Confidential Information". As a result, we only know that Altynbek Muraliev is taken into custody in jail of the State National Security Committee till December 30. The National Security Committee, referring to the secrecy of the investigation, doesn't report in the interests of which state the official operated and to whom passed the information.

In addition, the case is accentuated by the fact that the detainee is the son of former Prime Minister Amangeldy Muraliev, who now is the member of the board of directors in Canadian corporations Centerra in Kyrgyzstan.   

4. The case of students

In November, the Prosecutor General's Office opened a case against another Member of Parliament - Kanybek Osmonaliev. He came to the attention of law enforcement agencies within the case, issued yet on May 12, 2014 by Investigation Department of the National Security Committee of the criminal case against officials of the Ministry of Education and Science and the Kyrgyz-Russian Slavic University on illegal enrolment of 24 students at the medical faculty of the university. 

The investigation found that the 24 applicants were enrolled by the letter of the deputy Kanybek Osmonaliev. As a result, the case was transferred the prosecutor's office (legal proceedings against a deputy of the parliament is carried out only by prosecutor's office). According to it, Osmonaliev indirectly received $14,000 from the parents of individual students for enrolment to KRSU at the beginning of August 2013. After that he began to demand from the rector of the university Vladimir Nifadiev and Minister of Education and Science Kanat Sadykov matriculation of 27 students from various regions of alleged victims of natural disasters, from low-income families and people with disabilities.

On September 20, 2013 from the above list of the deputy Kanybek Osmonaliev, 24 entrants were illegally enrolled in KRSU on the contract base. 

5. Not Chicago, but still

EcoIslamicBank is robbed in Bishkek. As reported by the Interior Ministry, two armed criminals at the beginning of the working day broke into the bank branch on Tolstoy Street. Threatening the security guard with a pistol, they took 1.5 million soms, $13,000, 590,000 Russian rubles and 170,000 KZT.

Not far from the scene there was a local policeman of Leninsky District with intern-student training center for students. He saw two armed men who tried to escape with the money. There was chase, where one of the participants of robbery was knocked down and detained. The second one disappeared and isn't found yet.

Despite the fact that robbery failed (money returned to the bank), the fact remains that such crimes increasingly appear in the reports of MVD. And while we are not like Chicago of the 1930s, but see 6 and 7paragraphs.

6. The last operation

In Bishkek during the raid there was killed a police officer - security officer of the Criminal Investigation Department of Internal Affairs of Bishkek, a police captain. According to the Interior Ministry, law enforcement officers received operative information that previously convicted and escaped from prison, 42-year-old Alexander Soyapin is hiding in a house at T.Moldo and Shorin Streets intersection. When the police arrived there, the offender tried to escape. He resisted arrest, opened fire with Makarov gun. A 27-year-old policeman was fatally wounded in the shootout. The outlaw was shot in leg, but he escaped. However, he was soon detained - he was hiding in basement of his friend's house.

7. Money ram

 In Kyrgyzstan, cash-in-transit vans attacked more frequently. If in October there was robbery in Bishkek, in November it happened in Tokmak town. According to the official version, black Mercedes automobile crashed near the Mayor's office into Toyota collector car, which is listed in Brand security agency. Threatening with firearms, unknown took 5 million soms and Saiga gun, and then fled in another Mercedes car - white colour.

As a result of the attack, 50-year-old accountant and 44-year-old security guard were injured. Both were taken to hospital. At least four men are wanted on suspicion of assault related to robbery.

8. The smugglers under fire

In recent years, there is alarming news mainly from the Kyrgyz-Tajik border, where for the last year locals and border guards had numerous conflicts. Serious incidents didn't happen on the troubled border with Uzbekistan for a long time, but in November everything changed. For example, in the area of Ozok of Ala-Buka district, Jalal-Abad province border guards of Uzbekistan shot Kyrgyz citizen. The incident is related to smuggling activities of a citizen of the Kyrgyz Republic, who allegedly tried to smuggle goods across the border.

A little earlier shooting incident occurred in Batken region. According to official version, two citizens of Kyrgyzstan on Hyundai Porter trucks tried to smuggle products through Kyrgyz-Uzbek border. Men stopped the car on the roadside of Kyzyl-Kiya - Kadamzhay traffic highway and unloaded products. At this time Uzbek border patrol unit arrived there and used weapons against Kyrgyz citizens who resisted. As a result, one man was wounded and taken to Vuadil hospital (Uzbekistan), the second one was detained.

9. Brothers and sister...

Another member of parliament - Yrgal Kadyralieva was in unpleasant situation in November. However, by not her fault. The reason was her brothers Ulan and Kanzhar, who were involved in the case. According to the Prosecutor General's Office, they were charged under three articles of the Criminal Code - 234 "Hooliganism", 353 "Arbitrary" and 170 "Extortion". It is noted that Kanzhar Kadyraliyev refuses to come to investigative authorities, so it was decided to prosecute him in absentia. The investigation issued a petition for his arrest in the Osh City Court and it was satisfied. He was dismissed from the prosecution by the order dated November 18.

The MP from the Social Democratic Party Yrgal Kadyralieva claims that her brother is not hiding from the investigation, and "he is in Osh and ready to come to the investigator, if there is unbiased and impartial investigation."

10. Oh, those blacklists

 The leader of Ata Meken has always been notable for creative ideas. But lately, Omurbek Tekebayev activated. His last suggestion was the idea to make black lists of journalists who allegedly collaborating with organized crime. Apparently, it does not matter how it will be done. The main thing - idea. The parliamentary elections just around the corner, and therefore it is time to put more pressure on the media. And than why not to use blacklists? You can include all disliked there. Those who spoil image of the country and writes about the corruptionists, not praising people of power, does not want to sit without light and gas, publishes facts about theft and embezzlement of funds. So the main socialist, it seems, with his proposal is quite on trend of recently outlined policy. Will not remember that mentioned hundreds of times.
