Do you incinerate garbage? MPs propose to change penalties

Amendments to some legislative acts of the Kyrgyz Republic (the Administrative Responsibility Code, laws on local self-government, on order of conducting checks of subjects of entrepreneurship and on the order of delegation of certain state powers to local authorities) have been submitted for public discussion on Parliament website.

The MPs raise environmental problems in the bill.

A significant source of pollution in the city recently became felling of green plants, illegal landfills, which distribute harmful substances in the process of decay and as a result of arson.

"Meanwhile, the urban population is growing rapidly, territory is expanding. And the migration defies no regulation. We can not allow the cities be so dirty, dusty and polluted," the background statement says.

The initiators of the document propose to legislate delegation of powers of the State Inspection on Environmental and Technical Safety to local governments.

According to the proposed amendments, emissions, burning of household garbage and its items in undesignated places will be punishable by an administrative fine in the amount of five calculated indices, for officials - 30, for legal entities - 50 calculated indices. 

For emissions and burning of industrial waste and other items in undesignated places, it is proposed to introduce a fine on citizens in the amount of 10 calculated indices, for officials - 50 (currently, fine for officials is 100 calculated indices with engagement in public works for 8 hours), for legal entities - 100 calculated indices.

The same actions committed repeatedly within a year after the application of administrative penalties are also punishable by an administrative fine (citizens - 20 calculated indices, for officials-100, for legal entities - 200 indices).
