Sadyr Japarov detained on criminal case of hostage-taking

Ex-deputy Sadyr Japarov was detained and taken to GKNB (State National Security Committee) on a criminal case of hostage-taking, the State Committee reported.

GKNB specified that the criminal case was initiated on the basis of the crimes provided for in articles 227, 341, 113 and 234 (threat of murder, hostage taking, hooliganism, use of violence against a representative of power) of the Criminal Code of the Kyrgyz Republic.

The investigation found that on October 7, 2013 the participants of the rally in Karakol were forcibly put into the Volkswagen Vento car, parked near the building of the regional state administration, of the authorized representative of the Kyrgyz government in the Issyk-Kul oblast Emilbek Kaptagaev, thus taking him hostage.

According to witnesses, the organizer of this rally and of the subsequent illegal actions was Sadyr Japarov, who through mobile communication instructed not to release Kaptagaev, demanding that the participants to act on «previously agreed plan." As a result of the operation carried out by the police, Kaptagaev was released.

It should be noted that the car in which Kaptagaev was located belonged to the relative of Japarov — B. Kulanbayev, who is currently detained by law enforcement agencies of Kazakhstan, and the question on his extradition to Kyrgyzstan is being considered.

According to the testimony received and the documents of the criminal case, the main purpose of the rally on October 7, 2013 in Karakol was an attempt to seize the building of the regional state administration and destabilize the situation in the Issyk-Kul oblast.

According to the available materials of the criminal case, Japarov also financed this meeting.

Sadyr Japarov recently lived in Cyprus. Today he arrived from Almaty (Kazakhstan) to Kyrgyzstan.
