Cabinet of Ministers intends to oblige car owners to install driving recorders

The Cabinet of Ministers of Kyrgyzstan wants to oblige all car owners to install driving video recorders. The bill was registered in the Parliament.

According to officials, this is done to enhance public safety and driver discipline. The driving video recorders will record offenses and become an important tool in disputes during traffic accidents.

The norm is proposed to be introduced from January 1, 2025, which will allow car owners to plan their budget for the purchase of a video recorder.

Driving video recorders will not have to be installed on tractors and self-propelled technological machines.

It is noted that more than 11,300 traffic accidents, in which 1,115 people were killed and 17,741 people were injured were officially registered from 2022 to August 31, 2023 in the republic. In 1,800 cases, the drivers fled the scene. Almost 70 percent of those killed in road accidents are people of active working age (25-40 years old).

The absence of a video recorder entails a warning or a fine of 10 calculated rates (1,000 soms).

The head of the Cabinet of Ministers Akylbek Japarov instructed the Ministry of Internal Affairs to prepare a bill back in 2022.
