Deputy’s expensive backside

Kyrgyz citizens got to know the price of backside of new parliament deputies - 22, 350 soms.

The "needs" of lawmakers became known as soon as the portal of public procurement posted an announcement about a tender.

What for is the rocking function?

Parliament's Administrative Department is very concerned about the comfort of the next squad of the parliamentarians. Armchairs for new members of Parliament have to support 120 kilograms. Do you understand? Taxpayers should provide the people, who are not striving for a healthy lifestyle, with comfortable chairs for their bottoms. Because, the Administrative Department believes, the deputies spend the main part of their working hours in a sitting position. About 120 kg of live weight, you see, does not speak but screams about the apparent excessive gluttony. Of course, there are those who will be outraged: How can you, journalists, talk about it? Maybe a person weighing more than a hundred kilogram is ill. In this case, he or she urgently needs medical aid.

 Tender for the purchase of office furniture was announced. According to the portal of public procurement, Administrative Department of Parliament intends to buy 120 seats for 2.682 million soms. "Last time the armchairs were replaced five years ago during the restoration of the building after the revolution. They are physically worn out. Some of them are completely unsuitable. Armchairs are purchased for the large hall of Parliament," department explained.

What have the deputies of the fifth convocation done, sitting in these armchairs if they are unsuitable now? TV broadcasts were regular, and they showed no disruption in the hall. How can leather seats be trashed in just five years?

 Conditions of the announced tender say: upholstery must necessarily be made of leather. The leather itself should not contain heavy metals, formaldehyde. But the leather should have a high strength, apparently, to provide guarantees for particularly restless deputies' backsides.

Staff of the Parliament's Administrative Department has to work in social institutions with the people who are in particularly difficult living conditions. They took care not only of natural leather for comfort of 120 bottoms, but also of that these backsides have an opportunity.... to rock in heavy thoughts about the economy and country's future.

One more requirement of the tender for the purchase of seats for parliamentarians is "rocking mechanism with adjustable locking in the working position, rocking function." I mark out, this is a requirement to the armchair - it should guarantee 120-kg deputy or slightly less a function of rocking.

It is clear that after the purchase of armchairs for deputies, there appears a "necessity" to replace the other furniture in the offices, appliances, equipment, computers. Well, why not to upgrade the car fleet? Of course, the deputies need a repair in their offices- how can they write laws in the rooms full of spirits of, for instance, the long gone Ar-Namys members?

 Modesty - is not Parliament's feature

... As 24.kg news agency was previously informed by the press service of the Parliament, 92 out of 120 current deputies were in the lists of parties, participating in the elections. At least 37 of them passed in the Parliament of the sixth convocation. Almost one million soms from the budget will be spent only on new armchairs for these 37 deputies.

By law, all the deputies of the fifth convocation, who did not work in September, will get their salary. That is the law.

In September, according to the Ministry of Finance, 77.5 million soms were spent on the maintenance of Parliament. The total expenses included expenditures of the executive office and the Administrative Department of Parliament. At the same time more than a half of the funds- 44.5 million soms (excluding contributions to the Social Fund), were directed on wages. For purchase of other goods and services were provided more than 11 million soms, for transportation services - more than 5 million, for business trips - 4.4 million soms. The remaining funds were spent on utilities and communication, repair.

Why the sixth convocation could not begin to implement their promises at once, from the first steps? Parties, passed in the Parliament have to understand - all their chants and promises are still in the memory of the electorate. Many of the deputies very snobbish stated about refusal of parliamentary privileges. These were hollow words, of course. And if not, then start with a small - give up unnecessary purchase. Your bottoms do not cost 2, 682 million soms. Believe me. Of course, it is not such a huge sum. But lawmaking does not need new leather seats with wooden armrests certainly.

The function of the deputy is not in wearing out the seats of pants in comfortable new chairs. His direct function is creation of laws that will ensure the long-suffering citizens of Kyrgyzstan more or less comfortable and well-fed life. A law can be written with one important condition - the presence of the brain, not presence of the armchair. Even made of pure leather.
