Andrey Krutko: Water resources management is sovereign right of Kyrgyzstan

"I think the issue of managing its water resources is the sovereign right of Kyrgyzstan," the Extraordinary and Plenipotentiary Ambassador of Russia to Kyrgyzstan Andrey Krutko said to 24.kg news agency.

According to him, the issue of construction of Kambarata HPS is solved at the level of government of Kyrgyzstan and Russia. "The decision will be agreed by the relevant authorities, particularly the Ministry of Energy of our two countries. Participation of Uzbekistan and Kazakhstan - countries of the lower course of Syr Darya - in the project will be preferable. Invitations were sent to Tashkent and Astana via the Ministries of Energy," Andrey Krutko said.

He answered the question about the stage of construction of the Upper Naryn cascade of HPP and whether this project has funding problems. "To get the appropriations for the construction, the Kyrgyz side has to complete the transfer of land areas to the authorized capital of Upper Naryn HPP JSC. It was delayed a few for objective reasons, so the allocation of finances was not solved. Now it is almost decided and we expect allocation of money in the nearest future. Nevertheless, RusHydro company has allocated one billion rubles in 2014-2015 in order the construction did not stop. Now the money is being used. It is planned to put into operation the first station of the cascade, as it was defined previously, in December of 2016," Andrey Krutko said.
